Project Description

Every society has an obligation to establish a comprehensive, integrated system for providing ethical, humane and individualized treatment, care, and rehabilitation, and to counteract the stigmatization of, and discrimination against, people with mental disorders. Practice reveals however that this is not achieved everywhere, and that the rights and needs of persons with mental disorders are particularly vulnerable to infringement and neglect. This project seeks to obtain a realistic picture of the present situation so as to contribute to improvement of the conditions for people with mental ill health, mental disability or dependency within European institutions. GIP-Sofia participates in the program and focuses on the situation in Bulgaria.  


ITHACA will identify and disseminate best practices to improve the protection of human rights and dignity, the general health status of residence in health and social care institutions with mental ill-health, and mental disability or dependency. One of the primary activities of this project involved establishing a European network for 15 sites committed to improving conditions for those dealing with mental health problems, mental disability or dependency problems. This then will lead to piloting and completing a method of assessing best practice within institutional settings in relation to human rights and health status, which will also be suitable for wider EU use, including in pre-accession countries.
